I don't know about other states but in Arkansas the poll tax was paid by everyone: men, women, black, white, or any other color. Most of the blacks were given their poll taxes by candidates so that they would vote for the giver. The tax was repealed, here, in the late 60's or early 70's. As to the tax refunds---yes the millionaires do get more money but they have paid in more money and what they get in return goes back into the exonomy as purchases or investments. That is the primary reason that the economy has been doing so well the past few years ( since the tax cuts). The death tax in Arkansas is applied to people who are not multi-millionaires, but even if it were I fail to understand why money that has been taxed when earned should be taxed after the earner is dead. Just because a person has earned large sums of money and had the good sense or the intelligence to invest well and increase that money should not be a reason to tax him or her after death. I guess I'm just
not envious of wealthy people because I know from having been in such a family that wealth doesn't bring happiness unless it is spent wisely for the benefit of others besides the family. Many of the wealthiest people in Arkansas are also the most generous givers: the Walton family is a prime example.

Interesting Pat. The Poll tax was abolished in the 60s, or possibly the 70s. Don't know about AZ, but only MEN paid a poll tax, in any state I knew of, not women. It had it's root in the southern states, as a method to keep blacks from voting, and apparently spread to other states, even New England, although there wasn't a large minority population there.
Plenty of poor people though.
Yes, it's too bad that Bush has totally ignored the "principals" of the Republican Party, ie; small Gov't, States Rights, the Bill of Rights, and put us into debt for $8,000,000,000,000 (that's trillion $), by borrowing money from 40 different countries. Right now, you owe $28,000 dollars to be paid in future taxes, as does every man woman and child, in this country, but Mr Bush has given massive tax cuts to those who earn over a Million+ dollars a year. That means, of course, that you and I have to pick up the difference, and our great-great-grandchildren will STILL be paying it off.
Recently saw an estimate of Bush, Cheney and Rumsfeld's tax savings, based on their current worth, under their new cuts. Cheney makes out the best. He will save $102 MILLION in future taxes, Rumsfeld and Bush somewhat less, due to their promotion of those cuts.
PS: The "death" tax (estate tax) is only paid by estates of over a 1 1/2 million $$, and will affect only 20 families, presently, like the Walmart owners. In fact, that idea was proposed to the Republicans, who support it, by only 18 families, who will benefit from it. Yep, those Repubs sure care about the little guys....NOT!

You must do things differently in HI. If you wanted to come to a Republican meeting in AR you would be welcome. The Republicans would do their best to change your mind but would never think of throwing out someone they regard as so unfortunate. I was a Democrat until about 40 years ago. Their was no way to vote any other way. We had poll tax to pay each year and I became disgusted with the practice of buying the poll tax and then giving it to people who were so uneducated or uninterested that they would vote the way they were told. When Winthrop Rockefeller came to AR and began to promote the Republican Philosophy, I changed sides and haven't looked back. The only thing about President Bush that disappoints us is that he isn't acting on the principals that he was elected on. There is no way I can ever imagine that I would change to Democrat. But that is what makes politics so interesting.
