The way they can collect is by showing their pay stubs that show the
deductions made, along with the S.S, number used, and the employee's pay number and
probably their name. Another way would be to get their pay records from
their boss, who makes out the checks, and shows the amount of S.S. and
state/Federal taxes that were deducted from their pay. S.S. would then be able to
verify, by their own records, what S.S. payments were made to that name and
number. It's all on computer, and any office can tell you exactly what you have
earned, in the past 4 quarters, at least, which is what your check is based
on.
Same with the VA, if you ever registered with them, even if it was 50 years
ago, although your record may not be in the current dB. They would have to
access a different dB to get "retired" records....one time only contact, for
instance.
